Most members of the Resistance, I for instance, are wanted by the Empire, and it's too risky for us to show up in busy places like Underfoot. But it's not for you. Of course, we'll share with you the information we gather from other sources." <Player>: "Sure, I've been here long enough. I can go somewhere else more crowded for a change." Skardi: "There's a supporter of the Resistance in Underfoot. Tell him I sent you, and he'll be glad to help you. Please be careful. Underfoot is not safe from the scrutiny of the Empire."

You might not have heard this, since you just arrived, but peace envoys from the Empire are in town for the temporary peace treaty between the two states, and the security around the city is tighter than usual. I don't know much about the Black Nightmare, but if you want to look around the area, then you should start from the Castaway Cave. It's a restricted area, but you're a collaborator of the Resistance. I'll get a special permit for you. Good luck."
