Silver Light Tagor (Korean: 은광의 타고르) is the leader of Kashipa's low-ranked looting unit "Skull Bird" who manages District 9 that's responsible for mining Terranium. She may appear as a harmless noblewoman while speaking in an unusual tone of third person, but wields a hidden lust for power.

She's a Pugnator, a replica Teana created with the Abyss, wielding the power of darkness that's the opposite of the real Teana's.[2]
History
Such as a majority of the Kashipas that are recruited into the faction, Tagor's origins are unknown. She would eventually lead her own Looting Unit named "Skull Bird" and currently owns the mining prison, District 9. She's also talented at creating "Wards" which are magical barriers that are capable of protection or trapping someone by using Terranite as a power source.
With news surrounding the Adventurer infiltrating Harlem's stronghold and heading into Dark City, Ricardo orders Mondegreen to capture them while Tagor herself got dragged along to assist. While speaking to her angered superior, Tagor asks for more time due to the city being too big and crowded, as Mondegreen and his subordinates leave. This is where she first encounters the Adventurer, accusing them of eavesdropping while hiding behind a pile of bones, then mentions them fighting Gragol.
Showing no signs of hostility, she instead looked forward to meeting them since arriving into the city and asks about saving slaves who she considered them to be "garbage" due to their lack of magical capabilities. While she won't interfere with their journey, Tagor proposes something for later on and tells them to pretend they never saw each other as she leaves. Tagor would later accompany the Adventurer to chase down Mondegreen, as he continues burning down Dark City, yet stays out of their battle until he attempts to absorb her soul out of desperation, only to retaliate by killing him with silver flames.
Sometime after Mondegreen's defeat, Tagor approaches the Adventurer once more now being accompanied by Pai who is currently investigating the flame that dropped onto Harlem from the sky and landed in Dark City only to be taken by Ricardo. Tagor actually knows about the flame's identity due to the sky's collision and traces left on the ground, so in exchange for its whereabouts, she suggests forming an alliance with the Adventurer as Tagor reveals her motives by wanting to raid Royal Casino, and overthrow the owner, Trauma Yom who's harassing her. While they think about the offer, Tagor leaves for District 9 waiting for their decision.
Inside the District, they're assisted by the Valdes Brothers seeking to ask for Tagor's help in creating a ward using Terranite and magic to trap Demon Sworder Chermak who is chasing after the Adventurer. The trio do eventually come across Tagor who's furious at the Adventurer, accusing them of joining forces with Yom as she morphs into her Pugnator form to battle and loses. Afterward, she tells them to head towards the quarry to find one of her subordinates named Healer Soniar. After the Terranite is delivered and with the ward now reinforced, she asks them to be bait and stall Chermak.
Tagor makes her reappearance inside the Casino to confront Yom sometime after she failed to keep Chermak at bay when he mysteriously escaped her ward, she first breaks Garum's shackles and transforms to bombard Yom with numerous attacks, claiming her victory over the Casino. But she is grabbed by its hands as Soniar appears with Yom who faked his death. Angered by Soniar's betrayal, Tagor threatens to kill her until she's eaten by the beast.
She is mentioned by the duo through a conversation that Yom killed her, most likely due to infighting over the flame which turns out to be Isys's egg. Arthur also brings up Tagor hearing that she died knowing the flame's identity. Strangely enough, her body isn't present along with several deceased Kashipa members in Fight Club's hidden room. Gizel Logan would eventually come across Tagor's body and reconstructs her into a battle cyborg during the Pandemonium War.
Personality
Overall
At first glance, Tagor is presented as a stoic, quiet and reserved woman, who often speaks oddly in a third-person point of view. Being both a Kashipa and leader of her own unit, she doesn't show any signs of hostility or violent tendencies at the Adventurer in their first encounter inside of Harlem's Dark City. She does, however, look down upon the slaves in a very condescending manner that she refers to them as "garbage", because of their lack of capabilities in magic, and shows no regard for their lives.
It's unknown if her reserved demeanor was merely a facade, as Tagor can reveal a somewhat deviant and self-paced side during a conversation with the Adventurer by wanting their help to overthrow Trauma Yom for his Royal Casino, furthering her own agenda. She is also shown to get easily angered towards anyone who she allies with ends up betraying her, or threatens to kill them upon interrupting a conversation.
Despite her lack of interest in fighting, Tagor is shown to hold her own during battles if either her life is on the line, or clashing with several Kashipas, such as killing Mondegreen with silver flames when he tried absorbing her soul to restore his powers, or being one of only few female members that can transform into a Puganator through the usage of Abyss. Outside of combat, her specialty is that of creating magical barriers by using Terranite as a source, being able to capture a rampaging Chermak, protecting herself or blocking access to another location.

- Scythe Sting: Tagor charges forward doing a rapid stab attack.
