Specialized mid-bosses only encountered in Odessa Streets during the Agent 009 quest. The Cartel Agents are essentially a group of 10 boss-level Gunners wielding muskets.
Move List
They mostly use Moving Shot, but will use Punisher, and have knockback auras.
Strategy
Needless to say, this is a very difficult fight on any difficulty level, as you have to face 10 very powerful enemies, each with around 10-12 HP bars a piece. It's highly recommended to have a group with you before fighting the Cartel Agents. As soon as you enter the boss room, death is very likely, as they will have you surrounded shooting at you. This can be avoided somewhat by using moves that can protect from damage (Nen Guard, moves with invincibility frames, etc.).
