The 'mirage of an upside-down city' is a rare phenomenon that occurs occasionally in night sky of Empyrean. It is regarded as a myth originated from over a thousand years prior to the events in-game. Although it may look like a strange arrangement of stars from afar, in actuality, they are the lights of illuminated buildings from the upside-down city of Pandemonium.
This strange occurrence happens on the rare occasion in which the Apostle Luke is able to provide electricity to the Metro Center given two necessary requirements: the Apostle Anton needs to be asleep and Luke needs to have spare time. However, due to the transference of Anton to Empyrean, the phenomenon has become more frequent.
